     North Carolina to privatize IT operations, jobs

     I think this is more about exerting control over elected cabinet officers than it is saving money.

     The Governor's of North Carolina have been battling to control several cabinet level offices that are elected by the general public for years. Those officials include:

     Commissioner of Agriculture
     State Treasurer
     Superintendant of Public Instruction
     Secretary of State
     Attorney General
     Secretary of Labor
     Commissioner of Insurance
     State Auditor

     This battle reached something of an impass when Governor Perdue tried to sideline the Superintendent of Public Instruction through the appointment of a CEO for education. Superintendent June Atkinson took the matter to court and was upheld, effectively leaving her in undisputed control of her Department. http://curmilus.wordpress.com/category/june-atk...

     The people of NC have consistently refused to change the constitution in support of these efforts, so the Governor's and Legislature have modified the laws to use IT as an additional means of control through the State CIO. (see: http://www.osbm.state.nc.us/files/pdf_files/SB9...).

     This approach has had some limited success, but when those elected officials choose to ignore it, they can. By collecting all IT services under a State controlled mega-contract, the Governor will be able to control the single most important area of future government – the information system interfaces it presents to the governed.

     It is sad that we have to resort to these sorts of tactics in our State, but this is the result of a divided population that mostly wants to limit how far any administration can actually change things in the scope of one term in office. Based on the legal problems our former elected officials seem to be incapable of avoiding, you can understand why they feel that way.
