India Inc happy about defeat of anti-outsourcing bill in US

A relieved that lobbied hard against anti-outsourcing campaign in the US hailed the Senate Republicans for blocking the bill that denied to US companies moving jobs offshore.

The defeat of the bill comes a week after a Nasscom delegation comprising representatives of top IT companies such as Infosys, Wipro and TCS visited the US and lobbied with the key Congressmen and corporations.

“We welcome the move. The anti-offshoring bill was more of an electoral rhetoric. We had met the Congressmen, key Government officials and American industry last week and expressed our concerns against the protectionist measures,” Nasscom Vice-President Ameet Nivsarkar said.

The mid-term Congressional elections due in November and the high unemployment rates have triggered a spate of protectionist moves by the US government.

As part of efforts to boost employment in the US, President Obama is vigorously pushing to end the tax breaks for companies, which ship jobs overseas saying they should go to firms who create jobs in America. The Obama administration has also recently hiked fee for professional visas, hurting interests of the Indian IT industry.

FICCI Secretary General Amit Mitra said,”We believe that the majority of has kept in mind the larger interest of the US economy, its corporations and global economy”.

Opposition from several US business groups, including the National Association of Manufacturers (NAM), to the bill showed that these groups realised that such measures would only hurt the competitiveness of US companies.

Assocham President Swati Piramal said the anti-outsourcing bill was against free trade and a non-tariff barrier. “Offshoring creates job opportunities” for both the countries-those which outsource and the suppliers of services.

Ganesh Natarajan, the chairman of the CII national committee on IT and the CEO of Zensar Technologies said, “Unemployment is a concern in the US. But they should understand that any protectionist barrier will deepen the recession. This kind of measures will not help create job in the US.”

Outsourcing bill killed in the senate

The bill dubbed the “Creating American Jobs and End Offshoring Act” was voted on Tuesday with disastrous results for the supporters of the act. This legislation intended to create tax breaks for the companies that moved overseas operations back to the U.S., but took tax breaks away from the companies that continued, or started to rely on overseas production. There were yea’s and nay’s from both political parties, so this time, the Republicans didn’t filibuster. I somehow believe though, that if the Democrats had stuck together on this that it would have happened.

Democrat’s Reactions

All but four Democrats voted for the bill, The line crossers were Senators Ben Nelson (Neb,) Max Baucus (Mon,) Jon Tester (Mon,) and Mark Warner (Vi.) One independent joined the group, Senator Joe Lieberman (Conn.). While the loss was expected, Senate Majority Leader Harry Reid (D-Nev.) said “The bill we tried to pass today is based on simple common sense: to keep American jobs here in America, we should stop forcing taxpayers in Nevada and across the nation to pay for giveaways that reward companies for sending American jobs overseas.” Democrats knew of the party defections Monday, and hushed acknowledgment was evident.

Republican Thoughts

Republicans said that the bill would kill job creation by taxing the companies and that this was an election maneuver to gain votes. Senator Orrin Hatch (R-Utah) said “Desperate times call for desperate measures, and the majority is showing how desperate they are with a bill that increases the tax burden on job creators and ship much-needed U.S. jobs overseas.” He also said that the measure was “irresponsible” and would not serve to aid in the economic recovery.

Payroll Tax Exemption, Yahoo

The bill had a payroll exemption provision for the companies that moved jobs back onto U.S. soil, and a tax deferral on income from subsidiaries was killed in it. Looking at the proposal in its entirety, I cannot see how these provisions would serve to do what the “No” voters say it would, but then, that’s just this American workers opinion.

Accenture and dnb NORsSign five-year application outsourcing agreement

Accenture has signed a five-year application outsourcing agreement with DnB NOR (OSE: DnB NOR ASA), Norway’s largest financial services group, to develop, implement and manage a range of applications that support the company’s life and pension insurance operations in Norway. Financial terms were not disclosed.

Under the terms of the agreement, Accenture will support new and existing applications that manage DnB NOR’s defined-contribution pension plans business, including policy administration applications. The agreement is designed to help DnB NOR improve service for its customers and drive growth in a key sector, while reducing information technology (IT) costs.

“In the defined-contribution business, high-quality financial advice and deep asset management expertise are critical,” said Runar Holen, Executive Vice President at DnB NOR and Business CIO of Vital, DnB NOR’s Life and Pension company. “While Accenture delivers world-class application support for our operations, we can stay focused on providing innovative products matching our customers’ needs within the ever-evolving retirement savings plans market.

Accenture’s proven track record of 20 years in application outsourcing and its understanding of the pension industry make it an ideal business partner.”
