White House reveals how Obama will address outsourcing issue during India trip

The White House has revealed how President Barack Obama will address the sensitive issue of outsourcing when he undertakes his visit to India between November 6 and 9.

The basic message, it appears, will be that the outsourcing of U.S. jobs that has resulted in Indians doing customer support and software services for myriad U.

The US in return will gain access to a vast market with a fast-growing middle class and a huge amount of inbound Indian investment that is creating jobs at home, the president’s aides said.

While the outsourcing dynamic is one aspect of the U.S.-India commercial relationship, “India is also a tremendous market, potential market, for U.S. exports and a source of investment back in the U.S. And so it’s more than a uni-dimensional relationship,” said Mike Froman, Deputy National Security Advisor for International Economic Affairs.

Froman trotted out some figures to back up the point that the U.S. trade relationship with India isn’t a one-way street.

U.S. goods exports to India have quadrupled to 17 billion dollars over the last seven years and services exports have tripled to about 10 billion dollars.

“With 1.2 billion people and an economy…expected to grow at 8 percent a year for the next several years, we really see India as a potentially very important market for U.S. exports,” Froman told reporters, according to a transcript of his remarks.

Froman said Indian companies now support 57,000 jobs in the U.S. He also noted that Indian companies are the second-fastest-growing investors in the U.S., behind only the U.A.E.

“So it’s a fast growing economic relationship,” he said.

The White House hopes to be able to announce some big commercial deals in defense, aviation and other sectors during Obama’s visit to underscore its point.

In a letter to the Financial Times, Christopher Loy warned of the risks associated with outsourcing and said major exercises of this nature will only succeed if certain conditions are met.

He said public sector departments should establish that their existing in-house provision is inefficient before going ahead with a decision to outsource any services.

“The benefits of outsourcing must outweigh the costs of a procurement exercise and managing the contract,” Mr Loy told the newspaper.

An alternative course of action would be to keep the service in-house and attempt to deliver efficiencies by applying “best practice from the private sector”, he added.

Last week, chairman of the National Outsourcing Association Martyn Hart urged public sector leaders not to view deals with external consultants and contractors as “a quick fix”.

He said completing a process of due diligence is necessary before any outsourcing deal is signed.

Bharti Airtel’s BPO deal to create Nigerian jobs

The Chief Executive Officer/Managing Director of Zain Nigeria, Rajan Swaroop has described the company’s recent partnership with world class companies in Business Process Outsourcing (BPO) as a move that will create more job opportunities for Nigerian youths.

Bharti Airtel, a leading global telecommunications company, which acquired Zain Africa (including Zain Nigeria) four months ago, announced its selection of IBM, Tech Mahindra and Spanco as partners to drive world class customer service across 16 African countries. It made the announcement in Lagos, Nigeria at a world press conference this week.

Speaking at the news conference, Swaroop said the customer service outsourcing deal will create between 20,000 to 30,000 jobs in Africa in the next two to three years, stating that 30% of the employment opportunities will be created in Nigeria.

“I am very happy to see the very best in class partners such as IBM, Tech Mahindra and Spanco to work with us in transforming customer service experience in Nigeria and Africa. Without a deal, this deal will not only excite and increase the level of customer satisfaction but also create more jobs for Nigerian youths,” said Swaroop.

While stating that the deal will further create opportunities for manpower development, he said the partners will provide services in each market which will sustain and build skills, capabilities and resources.

Swaroop also commended the Nigerian government for creating the right business environment and for supporting the company since it acquired Zain Nigeria in June, this year.

Under the BPO agreement, Bharti Airtel, which owns and currently operates the ‘Zain’ brand in 16 countries across Africa, will outsource core customer service functions like call centers and back office as it prepares for significant growth in the region. The mobile telecommunications operator currently has over 40 million customers across its African operations and is targeting to achieve 100 million by 2013.

The selection of partners like IBM, Tech Mahindra and Spanco will enable Bharti Airtel’s mobile customers to enjoy world class customer service with the partners introducing quality best practices based on their experiences of working with international organizations in the telecommunications, banking, finance, insurance and retail sectors.

The outsourcing of customer service operations will play a key role in making Bharti Airtel competitive in Africa as it focuses on making mobile communications affordable and available to everyone across its 16 markets of operation.

Currently over 4,000 people are employed in Africa supporting Bharti Airtel’s customer service operations. Going forward, the number of people employed in managing Bharti Airtel’s customer service functions will increase as Bharti Airtel expands its network and customer base.

IT industry should enter Tier-II, III cities for growth

He also said, as the level of penetration in rural areas was abysmally poor, there would be large opportunities for IT industry to tap this market.

The Centre is also planning to bring down the broadband access cost to connect every panchayat by 2012.

“The commitment of the government of India has been that by 2012 we will connect every single panchayat with high-speed broadband,” he said.

In the wake of growing protectionist measures, he appealed Indian IT industry to diversify their export basket from US and Europe to other emerging economies.

“Diversification of Indian IT exports, creating strength in niche areas will sustain growth momentum for the industry,” Pilot said.

India should also emphasise on hardware manufacturing market for furthering growth of the industry, he added. Indian hardware industry is now pegged at $45 billion which is expected to touch $125 billion in 2015 and $400 billion in 2020.

“We should cash in such emerging opportunities in the hardware industry,” he added.

Meantime, Karnataka government is planning to come up with a Hardware Policy soon. “We are working on a revised IT policy along with a Hardware policy which will be unveiled soon,” B S Yeddyurappa, chief minister, said.

He also said that telecom would be included under new IT policy in the wake up rapid growth of telecom sector.

Referring to export growth, he said that the state was hopeful of touching Rs 90,000 crore of IT exports during current financial year.

“We are confident of reaching Rs 90,000 crore IT exports in the current financial year,” Yeddyurappa said. The state had registered IT exports worth Rs 74,929 crore in the last financial year.

The state which had announced its semiconductor policy last year, has also taken a decision to extend an investment promotion subsidy to semi-conductor units in Mysore, Mangalore and Hubli-Dharwad, he added.

On the employment front, he said the proposed IT Investment Region (ITIR) project on the outskirts of Bangalore was expected to create 4 million jobs and would attract investment of about Rs 1 lakh crore.

The ITIR is proposed to be an integrated township project for the IT and ITeS sectors along with electronic hardware manufacturing industry.

“The state has already acquired 2,000 acres for the ITIR and the rest 8,000 acres would be acquired soon,” Katta Subramanya Naidu, Karnataka IT and BT minister, said.

He also said Karnataka and Israel were planning to sign an MoU in the area of semiconductors soon.

Meanwhile, Karnataka has launched ePCO programme to provide host of financial services to rural people.

“Under this programme, existing PCOs will be connected through broadband and will provide host of services like air and rail ticketing, various bills along with facility to pay insurance premium,” Naidu said.
