RSAF pilots training in Perth proves cost-effective due to outsourcing

November 21st, 2010

Training its pilots in Perth, Australia has proved more cost effective for the Republic of Singapore Air Force (RSAF).

Deputy Prime Minister and Defence Minister Teo Chee Hean was briefed on this on Saturday when he visited the base.

The savings is through an outsourcing programme for trainee pilots. Under a contract awarded through the MINDEF Public-Private Partnership (PPP), Lockheed Martin has been providing the RSAF with a training package using the PC-21 trainer aircraft.

The company also supplies and maintains the fleet of PC-21 aircraft and a suite of ground-based training systems.

Mr Teo visited the Flying Training Institute (FTI) at the Royal Australian Air Force (RAAF) Base Pearce in Perth. It is home to the RSAF’s 130 Squadron (SQN).

He saw for himself how the PC-21 Trainer Aircraft allows pilot trainees to build a strong foundation in flying, and how those with fighter flying aptitude are identified early.

The RSAF established the training institute in Base Pearce in 1993.

Mr Teo said such training arrangements are testament to the close and long-standing defence relations between Singapore and Australia.

“We are very grateful to the Australian government for allowing us to do our flight training here in Perth. We have a very good flying environment, a lot of airspace, and very good support from the RAAF. That enables our pilots to train effectively and efficiently in the shortest possible time. I was happy to see the new training system that is in place here for our flying training school in Pearce.

Thomson Reuters acquires Pangea3

November 21st, 2010

The $13-billion financial news and business information provider, Thomson Reuters, is gearing up to get a piece of the fast-growing legal process outsourcing market with the acquisition of Pangea3. The LPO industry, a sub sector of the knowledge process outsourcing (KPO) industry, is growing at more than 20 per cent annually and projected to exceed $1 billion this year.

Pangea3 founded in 2004 by David Perla and Sanjay Kamlani with over 200 clients in the US and UK provides services like patent analytics and patent prosecution services, legal research, business and competitive intelligence services, commercial contracting and licensing services, among others.

Unlike its bigger counterpart the business process outsourcing (BPO) industry, the KPO industry is still evolving and growing at a faster pace. According to a study by Evalueserve, the KPO industry revenues is estimated to touch $17 billion (around Rs 76,500 crore) by 2013-14. Currently, there are over 5,200 professionals in the LPO industry in India and the Philippines, contributing an annual revenue of approximately $300 million (around Rs 1,350 crore), and this is expected to reach 18,000 professionals with an annual revenue of $960 million (around Rs 4,320 crore) by December 2015.

The acquisition also highlights the increased interest among the private equity players in the sector. In February this year private equity player Actis invested $50 million (around Rs 225 crore) in Integreon — a KPO service firm. One of the largest investments seen so far in this sector in India.

Ho Chi Minh City Ranked in Top 10 Emerging Outsourcing Destinations

November 21st, 2010

A survey of the world’s top 100 outsourcing cities has ranked Ho Chi Minh City, Vietnam, at number six in the emerging city’s list.

The Tholons Global Services Top 100: A Study of the Top Outsourcing Cities looked at locations in 49 countries across 10 defined regions. Cities were benchmarked against six broad categories, each with its own weighting. These categories were: skills and scalability, savings, business environment, operational environment, business risk and non-business environment.

LogiGear, the world leader in providing software testing services to many fortune 500 companies, has operated a Test Centre of Excellence in Ho Chi Minh City since 2005. LogiGear’s Vice President of Sales, Joe Hughes, said Vietnam had proven to be the ideal location to enhance the company’s testing capabilities and efficiency.

“We are able to make use of global resources to provide the appropriate mix of onshore management and low-cost offshore resources to drive down costs, while still focusing on the critical importance of faster time-to-market,” he said.

LogiGear CEO Hung Nguyen noted that the company had made significant efforts to lead and implement software-testing education and training programs, both in-house and in partnership with local universities.

“Immediately after being hired, our engineers begin progressive English communication and software testing classes that will eventually incorporate such high-level skills as advanced software testing, project management, training-the-trainer, and working effectively with customers.”

The company has also developed the LogiGear Certified Tester Program (LCTP) at Ho Chi Minh University of Science, which helps add software testing curriculum to the existing computer science program.

Additionally, LogiGear recently announced plans to translate and release several of its software-testing books into Vietnamese, the first of which is “Testing Applications on the Web” translated and published in September. This book, in addition to teaching an individual how to test on the web, is also designed to help engineers make career decisions about software testing.

“For Vietnam, it is critical to enhance existing high-technology educational programs, which in turn help satisfy the demand for high-quality software-testing resources in the global IT services market.

Mitie moves in on wreckage of rival firms

November 21st, 2010

Glasgow-registered outsourcing giant Mitie, with 7000 employees in Scotland, will signal plans to capitalise on the collapse of rival property services groups Connaught and Rok tomorrow when directors will confirm they are on course for their 23rd successive year of growth.

Followers are sure chief executive Ruby McGregor-Smith will claim early contract gains in areas such as social housing, and expect her to say the trend is gathering pace as disillusioned clients of the companies and others seek the security of larger suppliers.

The update is due to accompany news that Mitie saw sales up 18% to nearly £950 million in the first half, while underlying pre-tax profits could rise by 10% to £46m, suggesting the company will break the £100m yearly profit barrier for the first time.

But celebrations are set to be tempered by confirmation that the bulk of the increase came from recent acquisitions, with like-for-like growth around 1% and profit margins falling slightly.

Brokers are particularly concerned about a potential squeeze on margins and delays to contracts with the public sector which accounts for about 45% of the company’s workload.

In Scotland, Mitie is best-known for its army of cleaners who work on buildings including the Scottish Parliament and Celtic Park, but it has an expanding interest in other growth areas such as property management, pest control and energy-saving services.

Directors maintain this spread of interests has enabled them to win major contracts from the likes of Standard Life and Lloyds Banking, which prefer to deal with a single group rather than multiple suppliers.

The all-round expertise was also the major factor in the group winning an extended £60m contract with Rolls-Royce to handle the requirements of its European property portfolio in the Czech Republic, Belgium, France, Germany, Italy and Russia.

At present Mitie has just one European office, in Holland, and there is speculation the contract gain could see directors accelerate plans for more overseas acquisitions to further lessen their overwhelming dependence on the UK economy.

N.W.T.’s outsourcing of legal aid criticized

November 21st, 2010

People who get arrested in the Northwest Territories and need legal aid often end up having to use on-call lawyers from outside the territory who don’t always give the best advice, says one local defence attorney.

Yellowknife lawyer Stephen Shabala said he has recently heard more complaints from clients upset about the advice they received from on-call legal aid lawyers.

When an arrested person asks to speak to a legal aid lawyer and one is not available locally, RCMP officers call a 24-hour toll-free number manned by an on-call lawyer in British Columbia.

“It’s basically my opinion that the advice being given on the 800 number is very short and terse,” Shabala told CBC News.

“There should be more of an attempt to find out about the client’s circumstances, to explain to the accused what the procedure on the release will be in a certain instance.”
