Outsourcing services wrong move for state, cities, schools

On Thursday, Detroit Public Schools Emergency Financial Manager Robert Bobb announced plans to privatize the district’s facilities operations in an effort to save the district $75 million during the next five years.

In the following commentary, State Sen. Bert Johnson, a Democrat from Detroit, argues against outsourcing.

As state and municipal budgets continue to contract, elected leaders from the Governor’s office and the state Legislature to city councils and school boards must be ever more vigilant in finding ways to balance their respective budgets.

Gov. Rick Snyder spoke often during his campaign of “value for money” budget priorities. To date, there is only rhetoric to base judgment of Snyder on, but I do agree that we must get the most out of each public dollar we spend.

Where Snyder and I experience a divergence of opinion on this issue is in the ‘outsource-or-bust’ mentality that he and many in his party cling to.

But Snyder and other leaders, including Detroit Public Schools Emergency Financial Manager Robert Bobb should be mindful that outsourcing to corporations, based out-of-state, and by nature out-of-touch with the needs of local populations, is not the answer to our budget problems.

Years ago, Detroit Public Schools’ food system was outsourced to a company that has, since the beginning of their contract, done a poor job managing food services in the district.

An out-of-state company called First Student outbid the Detroit-based, minority-owned Safeway Transportation by roughly 1%. But in the real world, we don’t deal solely with numbers on a page. First Student has a history of complaints from around the country, including but not limited to violations of health and safety standards, sexual harassment of children and lack of punctuality in delivering children to school.

Wipro Technologies Inaugurates Mobile Computing Lab to Develop and Deploy Next-Generation Mobile Applications and Devices

Wipro Technologies, the Global Consulting, System Integration and Outsourcing business of Wipro Limited (NYSE:WIT), today announced the launch and inauguration of its Mobile Computing Lab at its Atlanta Strategic Delivery Center in the United States. This mobile computing lab will enhance the engagement between Wipro, the local Atlanta community, its customers and its developer partners.

Wipro’s Atlanta Strategic Delivery Center serves as a hub of near shore solutions for IT business outsourcing processes. Established in late 2009, the Center has grown to over 550 employees with at least 88% being local hires. Egypt unrest threatens status as rising outsourcing star

What happens if the country you outsource to suddenly goes dark?

Early adopters of Egyptian IT and business process services are finding out today. Egypt’s government reportedly blocked all Internet and cell phone service overnight Thursday as anti-government protests continued in the North African nation.

This political unrest and network shutdown come just three months after Egypt’s information technology minister announced that the country wanted to boost its annual outsourcing industry revenues from slightly more than $1 billion to $10 billion by 2020, by investing $15 million to bolster local IT businesses and intellectual property protection.

Egypt’s concerted effort to brand itself as an offshore IT services alternative appeared to be working: Many outsourcing analysts have recently been calling the country of 80 million a credible outsourcing option, particularly for European companies in a similar time zone

he European Outsourcing Association named Egypt its 2010 outsourcing destination of the year. “Egypt is a rising destination and well suited to support multinational corporations for their Africa and even Middle East operations,” said Atul Vashistha, CEO of offshoring consultacy NeoAdvisory. “We see capabilities in both call centers and IT.”

Among the services industry companies with significant operations in Egypt are HSBC which has a global service center to support its Middle East Operations, Alcatel-Lucent which sources technical support for its Africa, Middle East, and South Asia locations, Indian outsourcer Wipro which operates a local IT service center, and IBM which operates a nanotechnology center.

BPOs turn back on freshers

With an eye on reducing training costs, India’s business process outsourcing (BPO) industry has turned wary of appointing fresh graduates. The $14.7-billion BPO industry which employs one million, used to spend 15-20% of revenues on training. However, in the changed environment, BPOs are looking to spend as little as possible on training.

According to industry estimates, BPOs spend Rs 1-1.2 lakh per fresher every year on training and development. Depending on the BPO’s size and nature, about 10-40% employees are freshers. A decade ago, the majority of BPO staff were freshers, but by the middle of the decade, they constituted only 50%. Since then, it has fallen further. The industry is now looking to reduce the intake of freshers and hire more trained manpower.

Says Sangeeta Lala, vice-president (sourcing), TeamLease, the country’s leading staffing company: “We are seeing clients who look for experienced people now; they don’t look for freshers anymore. It’s only for the very basic level and bulk BPO jobs that the freshers are welcome. Most firms now have a 70:30 ratio in favour of experienced personnel.

Barking and Dagenham in £160m outsourcing deal

Elevate is intended to offer outsourced services to other east London councils and local organisations.

Around 350 staff from both Agilisys and the council have transferred to the new venture.

The council said there were plans “to develop local opportunities and create hundreds of new jobs over the next 7-10 years” through the development of an East London Regional Centre.

The partnership will initially focus on IT, customer services, revenues and benefits, and procurement.

Councillor John White, who will become a director on the Elevate board, said: “This is an innovative step for the council which will be at the leading edge of transforming services so that residents get the excellent services they expect.

“I am looking forward to Agilisys being a major partner in Barking and Dagenham, helping us all to create the right environment for economic development in the borough.”

At the turn of last year, two other east London councils confirmed a technology partnership to save cash. Newham and Havering councils set up a joint ICT support service to save money in the face of government central funding cuts.

Under the East London Solutions partnership, which consists of the boroughs of Havering, Barking and Dagenham, Newham, Redbridge, Waltham Forest and Tower Hamlets, the councils have all agreed to identify joint areas of work to deliver efficiencies.

Rexel signs five-year IT outsourcing contract

Increased flexibility and reduced costs are just some of the benefits open to international IT services company Atos Origin, upon its signing of a five-year IT outsourcing deal with electricals firm Rexel.

With the help of its outsourced IT operations, Rexel is taking a new step towards the consolidation of its infrastructure through a new European platform, enabling it to better organise data and share applications across the continent.

In Europe, the IT outsourcing will help transform Rexel Information Systems by standardising and automating operations with offshore competence centres and by optimising the number of servers through virtualisation.

“Having doubled in size between 2005 and 2008 … Rexel has an opportunity to rationalise its information system and make it more flexible, not only to enable cost reductions but above all to be able to adapt to developments in its markets,” said Olivier Baldassari, chief information officer at the Rexel Group.

Earlier this month, brewing giant Carlsberg agreed a new multi-million pound IT outsourcing contract with its existing provider, extending its current deal for another three years.ADNFCR-8000229-ID-800368403-ADNFCR
