‘Very few’ IT employers hiring to fill skills gaps

February 4th, 2011

Training day, not hiring day, is the focus of IT departments planning to fill internal skills gaps in the next few months, depriving IT temps of a normally reliable way to cash in.

Despite concerns about their value, an internal IT training scheme is the priority for 70% of IT leaders tasked with boosting the technical abilities of their on-site IT team.

Speaking to pollsters for computer jobs agency Modis, half the IT leaders said their techies weren’t adept on systems already in place to effectively support the outfit’s wider objectives.

And upgrading the organisation’s hardware won’t help, a third of the leaders suggested, as the existing IT team wouldn’t “have the right expertise to cope with new systems at all.”

But rather than hiring, IT leaders say they will plug the skills gap by training existing staff already on the payroll, implying IT departments “lack the resources to invest in new talent.”

“Under greater pressure to make technology deliver commercial objectives,” Modis added, IT leaders “don’t have the tools and in some cases the teams to do all aspects of the job.”

Managing director Jim Albert sympathised, saying commercial demands on IT personnel were often “highly complex”, requiring specific knowledge of statistics and data management systems.

Still, just 15 per cent of the IT leaders are considering outsourcing their IT needs as a result, and only a “very few” said they would respond to the knowledge gap by hiring new IT workers.

One obvious exception is Google, which last week said 2011 will be its “biggest hiring year” so far, indicating that the search giant will take on at least 6,200 workers over the next 10 months.

The pitfalls of outsourcing IT

February 4th, 2011

When a state has a $3.7 billion budget deficit, every politician is a surgeon looking to make deep cuts. One of the cuts recently suggested by Gov. Bev Perdue would come from privatizing the state’s information technology services.

But before state IT services go under the knife, North Carolina taxpayers should get a second opinion. Other states have undertaken this exploratory surgery with a long list of failures and cost overruns to show for it.

IT privatization in Texas led to a loss of taxpayer information due to “chronic failures” in data backup and recovery, security, disaster recovery, systems monitoring and management, and staffing and service levels. This was reported by Texas’ chief information officer in a seven-page letter last July to IT contractor IBM, detailing the failures of the 2006 privatization contract. That contract is now being rebid.

Texas taxpayers could not get basic public services, such as car registration renewals, unemployment checks and Medicaid benefits. IBM, on the other hand, collected on the $863 million contract for services promised but not delivered. The clear winner? IBM.

In Virginia, problems with a $2.4 billion IT privatization contract with Northrop Grumman caused massive computer meltdowns in state agencies. In August 2010, 26 state agencies lost web services for more than a week, including the state tax agency, DMV and Board of Elections. Too bad for thousands of citizens who intended to pay taxes, register to vote or have their licenses processed that week.

These failures caused costly legislative audits, service outages, project delays and performance problems. In order to fix the problems, Northrop Grumman was happy to add to Virginia’s running tab – to the tune of an additional $152 million. No surprise that the state’s chief information officer was later fired.

Indiana Family and Social Services Administration’s 10-year, $1.6 billion privatization contract with IBM has gone so foul that both parties decided to sue each other last May. The deal was to have overhauled Indiana’s social services system. Instead, not only does Indiana lack a viable computer system, it is also paying more than $5.25 million in legal fees to sue IBM. Whose pocket will this come out of? What do taxpayers have for this outsourcing deal? A huge bill with no new services.

It’s also no surprise to me that IT privatization deals have failed to achieve the budget savings states were seeking. IT privatization in these states also failed to stimulate the economy. These exercises have put American employees out of work, adding to unemployment costs.

The cherry on top? Such vulnerability in technological control puts taxpayers’ privacy and financial security in harm’s way. Private companies are concerned with profits, not people. Private contractors answer to Wall Street and the bottom line.

Contract companies outsource their IT work overseas to countries not subject to the U.S. laws that govern and safeguard your privacy. This includes your tax information with the Department of Revenue and medical information with the Department of Health and Human Services. All of this shows that IT privatization could also be a clear violation of federal regulations.

The contrast is clear. Public employees are motivated to provide quality public services to taxpayers. Citizens are our stockholders. When it snows, we come to work. When you call us, we answer the phone. When there is a problem, we fix it. And when we work with a citizen’s personal information, we guard and protect it as required by law. We serve the citizens of North Carolina because we stand by your side as fellow citizens of North Carolina.

Before Perdue and legislators consider cutting IT services under the guise of saving money and selling North Carolinians’ private information to lowest bidder, it’s time for a second opinion.

Integreon appoints Susskind as new advisory board chair

February 3rd, 2011

Legal outsourcer Integreon has appointed legal technology strategist Richard Susskind as the chairman of its new client advisory board.

The appointment, which took effect this month, will see Susskind (pictured) head a board which will also include managing partners of law firms and general counsel at Integreon client companies.

The board is intended to give Integreon’s clients the opportunity to share ideas about legal services trends, specify future requirements for Integreon’s services and identify further opportunities for collaboration.

Integreon president of global sales John Croft said: “A lot of our clients are still thinking through how legal process outsourcing (LPO) can be best applied within their law firm or corporate law department today and what the ‘next generation of LPO’ looks like.

“We therefore felt it would be helpful to set up a client advisory board with an independent chairman who can facilitate this thought process, answer our clients’ questions independently and provide a sounding board for people as they work out what will be best for them.”

Susskind, who is well-known for his book The End of Lawyers? Rethinking the Nature of Legal Services, has been named as an Officer of the Order of the British Empire for his work in the information technology and legal sectors.

The news comes after further details emerged last week of the deal between Integreon and CMS Cameron McKenna that will see the firm outsource the majority of its back office functions to Integreon, with the outsourcer also occupying a floor in the firm’s headquarters.

Infosys to undergo major rejig

February 3rd, 2011

IT bellwether Infosys Technologies is most likely to bring a major restructuring in the company. Infosys is looking at consolidation among the horizontal segments, and going back to the good old days where division was on the basis of the geography and not technology.

Looking at the present market scenario, Infosys is most likely to consolidate its various business units under one, and segment the entire $5.7 billion big company on the basis of geographies.

According a sources close to the development, there would be five major geographies that could likely be defined as USA, UK/Europe, France, India and emerging markets.

Around a decade back (2000), when the company was riding the crest of growth, it took the strategic decision of Flat World, that defines, designs and delivers technology-enabled business solutions.

In 2003, it re-organized on the basis of industry and competency group, forming six industry vertical units and enterprise capability groups, including SETLabs.

Its offerings span business and technology consulting, application services, systems integration, product engineering, custom software development, maintenance, re-engineering, independent testing and validation services, IT infrastructure services and business process outsourcing.

Interestingly, the members of the executive council would now be responsible for the geographies. The present members of the executive council are: B. G. Srinivas, senior vice president, manufacturing, product engineering, product lifecycle and engineering solutions. He would look at Europe/UK.

Ashok Vemuri, senior vice president and global head, banking and capital markets, strategic global sourcing, might look after the Western region, while Chandra Shekar Kakal, senior vice president and global head, enterprise solutions, would look after the domestic market.

On contacting, however, Nandita Gurjar, senior vice-president and Group Head of HR at Infosys, declined to comment and said that there would be no such change and no reorganization.

According to the information gathered, starting mid of this month, Infosys would see a huge reshuffle at the delivery manager level, where the managers of retail would be moving to telecommunications or BFSI or any. The enterprise solution, which till date was Kakal’s baby, would most likely be dissolved.

According to the quarterly announcement of Q3 2010-11, the North America region grew by 4.3 per cent sequentially, while the Europe region grew by 6.3 per cent and rest of the world grew by 16.1 per cent.

IBM partners with Chinese vendor

February 3rd, 2011

IBM says that it will team with China-based Range Technology Development to construct 6.2 million square-foot, state-of-the-art cloud computing data center that the companies contend will be the largest such facility in Asia, spurring economic development and also serving as an IT hub for the region, reports IT Channel Planet.

The operation, slated for completion by 2016, will be located in Langfang, an economically-developing city in Hebei Province just south of Beijing.

It aims to prompt economic growth in the region by enabling companies in China to provide enterprise-level outsourcing services, business continuity, disaster recovery, cloud computing storage and management of mobile devices, officials says. Services will be made available to government departments and private businesses, the companies say.

Cruise club chooses hybrid cloud

The World Cruising Club has chosen UKSolutions’ hybrid cloud to handle its data requirements during its Trans-Atlantic races, says DataCentre Dynamics.

More than 1.6 miliion sailors require access to information through the World Cruising Club to data from around the world via Noonsite, the club’s global information portal, during the event.

The UK-based hosting company has guaranteed 100% uptime, faster connectivity and greater security as a part of the contract that will see all World Cruising Club servers migrated into a UKSolutions facility early this year.

Cisco avails cloud storage feature

Cisco Systems unveiled a cloud storage feature for its series of entry-level desktop NSS 300 Series Smart Storage arrays, states IT World.

The Mozy hosted backup service, which has been added to the array’s management software, is designed to let users set up automatic cloud-based backups, says David Tucker, vice-president of Cisco’s small business technology group.

“The Mozy feature allows you to specify the files you want backed up to the cloud on a daily basis, so it can be very painless for the customer,” Tucker says. “Let’s say I’ve got files critical for my business and want to make sure I go one step further than on-site backup. This allows you to do that.”
