NS&I commences outsourcing procurement process

National Savings & Investments (NS&I) has begun the procurement process for a new operational services contract.

The government-backed savings provider outsourced its back office operations to Siemens IT Solutions (now Atos) in 1999, under a competitively tendered public private partnership.

The contract includes provision of operational support services including contact centre management, customer correspondence and enquiry management, collection and repayment of customer monies, IT and management of the customer database.

Since 1999, funds invested with NS&I have increased significantly, productivity has improved by around 400% and customer response times have been improved from nine to three days.

The existing contract expires in 2014 and NS&I’s operations and commercial management director, Steve Owen, comments: “The start of the procurement process for our new operational services contract is a key milestone in securing a partner to support the strategic aspirations of NS&I.”

Wipro Technologies and Diversey Win ‘IT Outsourcing Project of the Year’ award at National Outsourcing Association Awards

More IT outsourcing but hope that UK jobs sector remains “recession-proof”

The UK IT industry could see a renewed interest in outsourcing services as firms seek to save capital spending and avoid costs including hardware freshes or new data centres during a possible second recession.

Peter Sondegaard, head of research at IT research and advisory company Gartner predicts cloud services in EMEA (Europe, the Middle East and Africa) to be worth €20bn next year. Meanwhile the sector will grow at 10 times the rate of overall enterprise IT spending, he told a recent analysts’ European conference in Spain last week.

The industry is also likely to see shared services and service consolidation, and an even greater demand for “low cost cloud apps”.

Experts have warned that the UK could be dragged into a second recession by the current Eurozone crisis, and Sondegaard has warned CIOs that they should be prepared to cut budgets over the next few years.

He suggested that spending in EMEA on IT will drop by 1.4 per cent this year, and grow in the region of 2.3 per cent in 2012. Spending in Western Europe, which accounts for 80 per cent of all EMEA enterprise IT spending, will fare even worse. It’s likely to see a 1.8 per cent reduction this year and a recovery of just 1.5 per cent next year.

Government spending in Western Europe will be down 4.8 per cent this year, and will continue to decrease in 2012. Public sector IT budgets are not expected to recover for three years.

IT costs, including staffing and premises, are likely to increase as a result.

The difficulty for CIOs, though, is to balance the inevitable calls for cuts in IT spending – both from the capital and operating budgets – with the need to protect the capabilities of the business.

One CIO recently warned that an efficient IT department “doesn’t have much fat to trim”.

According to recent separate research a contraction in the services sector, which makes up three-quarters of the UK’s output, could cause the wider economy to slow as early as the current quarter, or the first quarter of 2012.

Despite the grim news, it’s likely that the UK will not be affected like others, especially with more IT jobs UK being created due to raised security concerns in cyber security and the 2012 Olympics.

In 2008, in the lead-up to the previous economic doom and gloom, IT careers were repeatedly described as being “recession-proof”.

The safest areas are likely to be software design and development, GIS jobs, networking and systems administration, software implementation analysis and database administration.

As one industry insider pointed out last time, IT is an essential sector that every firm needs.

All Nippon Airways deploys Wipro’s IT soln

Wipro Technologies – an IT, Consulting and Outsourcing business of Wipro Limited – on Thursday announced that it has implemented its new generation Aircraft Parts and Material Management System for the airline in All Nippon Airways (ANA).

The company said a in a press release that it has completed the first phase of the IT project to overhaul ANA’s legacy Aircraft Parts and Material Management System.
Wipro commenced its partnership with ANA in 2006. In 2009, ANA had embarked on transforming its legacy material management system to support its new fleet as well its expansion into Tokyo’s Haneda International Airport.

The first phase of the project to overhaul ANA’s legacy Aircraft Parts and Material Management System involved the addition of several new features and critical enhancements to ANA’s Engineering and Purchase functions such as Engineering Order (EO), Service Bulletin (SB) and Airworthiness Directive.

This phase aims at strengthening ANA’s regulatory compliance and Quality Control processes, improve the prediction of spare parts demand and help optimize the inventory stock. The improved material management system will enable ANA to proactively manage the parts life cycle.

This is one of the largest and most complex IT transformation programs for ANA and is testimony to The implementation involved the synchronized orchestration of teams drawn from different multiple service lines across Wipro and distributed geographies and the integration of services of multiple vendors in ensuring a seamless customer experience and predictable delivery.

GSI seeks plan panel nod for outsourcing survey activities

The Geological Survey of India has submitted a proposal to outsource its mineral surveys to global experts owing to paucity of personnel. “We have submitted a proposal to outsource part of minerals survey and the Mining Ministry will take it up with the Planning Commission,” GSI Director Planning and Monitoring Nitish Das said. Das said in the last 10 years GSI had started geo-chemical mapping and was able to cover only two lakh sq km, but with only 2000 engineers it would take too long to survey the entire 8.5 lakh sq km. Speaking on the sidelines of ICC and Canadian India Business Council roundtable, Das said the ministry aimed to complete the geo-chemical survey for minerals in the five years of the 12th plan period. He said GSI had completed 99 per cent of the geographical survey of the country on a scale of 1:50,000 and added that after minerals, GSI would survey agriculture and some other areas.
