Intelenet launches delivery centre in Lucknow for BSNL

Business Process Outsourcing (BPO) firm Intelenet Global Services has launched a delivery centre in Lucknow for Bharat Sanchar Nigam Ltd (BSNL), aimed at offering a range of services for the state-owned operator in Patna.

The Indian BPO firm is part of the Serco Group, a leading FTSE 100 international service company.

The new facility in Patna will be situated at the BSNL exchange in Patna, and will service the public sector unit’s base of pre-paid, post-paid and 3G cellular customers across Bihar and Jharkhand telecom circles.

The centre will provide multi-lingual services in English, Hindi and other local regional languages to deliver customer support services including product inquiries, customer complaints, requests for provisioning new services, and outbound calls.

”Intelenet recognises Patna as an emerging business destination. The capacity built in Patna is based entirely on client requirements and also blends with our business strategy of providing multi-location delivery capability to our clients,” Intelenet Global Services Chief Executive Officer Bhupender Singh said.

”Intelenet is a strong player with valued experience and expertise in the telecom sector. With the recent launch of a centre in Lucknow and now in Patna, it has reinforced its reliability and the acumen to scale on an ongoing basis for its clients. We are delighted that this affiliation will help us provide better customer support and achieve the desired business outcomes,” R.K. Agarwal, Director (Consumer Mobility) BSNL said.

The domestic business of Intelenet currently comprises a headcount of over 27,000 employees, and 32 delivery centers, across 18 cities.

On 11 November 2011, Intelenet had launched a delivery centre in Lucknow to provide customer support services to BSNL. The delivery centre, located at LDA colony, has a seating capacity of 261 seats and will service BSNL’s pre- and post-paid and 3G subscribers, Intelenet said in a statement.

CMS bags Rs 300 crore BSNL order

Diversified IT and outsourcing services provider CMS Info Systems today announced that it has bagged a Rs 300 crore ($ 66 million) order from BSNL to centralise its billing efforts.

According to the agreement, CMS Info Systems would implement a centralised billing system for BSNL across three locations — Northeast, east and south — for seven years.

“This involves CMS Info Systems deploying several industrial scale, full colour inkjet printers capable of printing up to 1,100 pages per minute, at the BSNL sites in the said regions and managing the operations to add scale and efficiency to BSNL’s current printing model,” it said.

BSNL plans outsource of 3G mobile services

Cash-strapped public sector undertaking Bharat Sanchar Nigam Ltd., (BSNL) plans outsourcing its third-generation (3G) mobile services. For this, it is to invite expressions of interest by month-end from private operators, reported Business Standard on Monday.

BSNL Chairman and Managing Director Kuldeep Goyal reportedly said that the PSU was working out the details. The company and another state-run unit MTNL, were the first to get the 3G spectrum as the government gave priority to public sector companies. MTNL offers services in Delhi and Mumbai while BSNL looks after the rest of the country.

BSNL wants to raise its market share considerably before private players roll out 3G, perhaps any time six months from now. Goyal also said the company anticipated 5% of the total user base to come from 3G, later rising to 10%-15% of the mobile customer base. At present, 3G subscribers form a minimum number of its total user-base of over 60 million.

He added that the franchisee might be an existing mobile operator who had either won or bidden for the 3G spectrum, and could acquire customers, besides marketing and selling 3G services in the country.

BSNL to outsource 3G mobile services

State-run telecoms Bharat Sanchar Nigam Ltd plans to outsource its third-generation mobile services and is working on details for a franchisee agreement, the Business Standard reported on Monday.

The company will invite expressions of interest by the end of this month, the newspaper quoted BSNL Chairman Kuldeep Goyal as saying.

The paper said outsourcing would help BSNL reduce investments it needs to roll out the 3G services.

Goyal told the paper the franchisee could be an existing mobile service provider or a company that had not won or bid for 3G spectrum.

The franchisee will manage customer acquisition, marketing and sales of BSNL’s 3G services across the country, he said.

Vodafone and Bharti Airtel paid a combined USD 5.1 billion for 3G mobile licences in India last month, ending an epic auction that yields a bonanza for a deficit-strapped government.

Bharti and BSNL to outsource fibre network management

India’s Bharti Airtel has reportedly called on interested parties to submit bids for the outsourcing of the management of its fibre-optic cable network with a view to completing a deal before the end of March 2010, the Economic Times reports. The announcement follows similar indications in August 2009 that the telco was looking to outsource the management and maintenance of its fibre infrastructure, which as at January 2010 stretches for more than 100,000km. Commenting on the options for moving the process forward, Bharti’s CEO Manoj Kohli said: ‘We will form a joint venture and have a stake in the company to which we award this contract.’ The deal is estimated to be worth as much as USD1 billion over a five-year period. Having inked a deal with Alcatel-Lucent in April 2009 for the management of its landline and broadband business, the French-US vendor is the favourite to bag the contract, although Ericsson and Nokia Siemens Networks have also been mooted as possible winners.

Meanwhile, state-owned telco Bharat Sanchar Nigam Ltd (BSNL), which owns and operates India’s largest domestic fibre network, is also preparing to invite bids in February to outsource the management of its network; the telco expects to close a deal by the end of the second half of this fiscal year.

Is BSNL’s integrity deteriorating?

The BSNL board’s decision to put the tender for 93-mn GSM lines on hold has created a storm within the concerned establishments in the government. The equipment order given to Ericsson and Huawei has already been delayed for an year now. Corruption charges, irregularities, controversies, etc have been paralyzing BSNL’s ability to clear the tenders for equipment procurement over the last three years, crippling its ability to register any significant profit. It failed to do so particularly during the last three years when the mobile market in India recorded the highest growth globally. It affected the prospects of BSNL’s expansion activities during a high growth time. This has resulted the company sliding to fifth position now from numero uno position in mobile space in 2006. Bharti Airtel has assumed the coveted top position pushing BSNL downward, and even Tata Teleservices is also poised to overtake BSNL in mobile customers within the next couple of months.

On putting the tender on hold, BSNL’s executives maintain that ‘vested interests’ are at work behind the delays to ensure that the PSU losses its prominence in the country’s mobile space. Who are these vested interests? How these vested interests can play havoc if BSNL is strict in its procedures without compromising on the set procedures? It looks like a blame game to divert attention from the controversy.

BSNL has stated that it is putting the tender only on hold, but not cancelling the tender of halving it as suggested by one of the government representative in the BSNL board. All court cases on the tender have gone in its favour and even an ‘integrity panel’ set up with the permission of the Central Vigilance Commission (CVC) has cleared the BSNL of any wrongdoing in the past regarding this tender. It further stated that it will wait for the results of the latest probe by CVC before placing orders with successful bidders, Ericsson and Huawei. Hope BSNL emerges out of this controversy with a clean chit.

The BSNL move to put the tender on hold comes as the CVC has launched a fresh probe into the BSNL tender as the anti-corruption body’s guidelines forbid post-tender negotiations with successful bidders, as it gives opportunities for corruption. Equipment vendor, Ericsson had emerged as the lowest bidder in the North and South East zones while China’s Huawei was selected for the South and West Zones. The DoT too had earlier asked BSNL not to renegotiate the price with lowest bidder Ericsson since the move would violate CVC guidelines. But BSNL executives say that it had entered into post-tender negotiations with Ericsson since this could result in a 20-25% reduction in the price amounting to a minimum $1 billion saving for the company.

But, is this a genuine reason for renegotiation or any ulterior motives were behind this? Did BSNL at least consulted DoT on this renegotiation when the latter had already asked the former not to renegotiate? Hope all these questions will be answered in the probe launched by CVC and in PMO meeting on 6 January. This is the second major setback for the government after the CBI, under CVC directives, raided DoT offices for alleged irregularities in the allocation of spectrum and licences to eight firms in January 2008. All this doesn’t augur good for the government’s telecom revenue. Linked to this Rs 36,000-crore tender is 1 bn IT outsourcing contract with IT firm HCL Infosystems. This delay in the equipment tender will impact this outsourcing contract too.

The latest controversy of irregularities and Central Vigilance Commission’s seizing of documents to probe any such irregularities have cast shadow once again on BSNL’s integrity. If the government doesn’t come out quickly with its findings and set the path right if BSNL is found guilty of any violations or irregularities, it might be a beginning of the company slipping into a sick company which was once the industry top leader. It would become prey to private sector to take over. And already our government is well known for red tapism among the foreign equipment/technology vendors. This kind of probes on irregularities further delay in the tender execution, deteriorating not only BSNL’s image, but also our government as a whole, loosing revenue opportunities.

HCL may lose ‘lowest bidder’ status for BSNL’s Rs 900-cr IT deal

In what could affect HCL Infosystems’ ‘lowest bidder’ status for BSNL’s Rs 900-crore IT outsourcing contract for the northern region, rival bidders and other officials familiar with the decision making are crying foul over the shortlisting process for awarding the contract.

BSNL, which is currently evaluating bids for outsourcing development and maintenance of IT technology and business systems across the four regions, had earlier identified HCL as the lowest, or the L1 bidder, ahead of rivals TCS, Mahindra Satyam and Spanco. Now, officials are scrutinising HCL’s bids for some erroneous calculations in
the proposal.

“The errors could be in the nature of an arithmetic error or a missing line item. If the prices of some line items are missing then the price submitted by the highest bidder is substituted in its place,” said a person familiar with BSNL’s outsourcing decisions. The financial evaluation takes place after the ‘financial reading’ in the bid process, he added.

If HCL loses its position, as the lowest bidder in the North zone, following errors detected in its bid during the financial evaluation, Spanco in the North zone and Tata Consultancy Services (TCS) and Mahindra Satyam in the other zones are bound to emerge favourites.

The contract for the North zone is over Rs 900 crore. Spanco, which is one of the companies bidding for BSNL’s outsourcing contracts, said HCL may lose its ‘lowest bidder’ status. However, ET could not independently verify these claims.

“We have come to know there is some calculation mistake in the financial bid of HCL. They may lose the L1 status in the North. BSNL has a very transparent and fair system, and we are sure that very soon the true picture will emerge,” said Kapil Puri, chairman and managing director, Spanco. When contacted HCL Infosystems chief executive Ajai Chowdhry said: “We’re not making any claims that we have got any contract or not got any contract. The announcement should come from BSNL.”

The contract, collectively valued at over $1 billion for all four zones, was closely fought by all vendors with the bids ranging from Rs 850-1,040 crore. So far, HCL had emerged as the lowest bidder based on the financial reading, which is a preliminary reading. “It is now almost certain that HCL Infosystems will not be the lowest bidder in any of the four zones (north, south, east and west),” said a source privy to the information.

The declaration of the winning bid that was expected to be announced on Friday for some zones is likely to be delayed, following the error that was discovered. Apart from HCL, Spanco and TCS are the two other bidders for the North zone.

The two are also the shortlisted contenders for the West zone. In the South and East zones, HCL is competing against TCS and Mahindra Satyam.
