<p>The comments were made yesterday during a visit to Indian outsourcing firm Infosys Technologies, as part of a coalition government trade delegation to the subcontinent.</p>
<p>According to a report on IT news site Public Technology, Cameron told his hosts:</p>
<p>&#8220;We are reviewing contracts, we are looking at what we pay for the services we have received. It is like any other business. In terms of being open to outsourcing&#8230; you will find Britain one of the most open and progressive countries.&#8221;</p>
<p>Perhaps the comments were another example of the PM&#8217;s trademark Etonian &#8216;charm&#8217; &#8211; but if they do signal a serious move towards wider offshoring of government IT, it will put the coalition on a direct collision course with public sector unions over UK jobs.</p>
<p>Speaking in February on the establishment of a parliamentary committee to investigate offshoring, Peter Skyte of the trade union Unite told IT mag Computing: &#8220;Government procurement needs to take the situation we are in into account. Many UK-based, skilled IT workers have already lost their jobs and we expect there is more to come.</p>
<p>&#8220;It is important that there are safeguards for UK workers and that jobs are created onshore, not offshore.&#8221;</p>
<p>Putting public sector data processing in the hands of foreign suppliers has also sparked concerns over data security. In April this year, Britain&#8217;s previous Labour government came under fire after a Sunday Times investigation revealed that patient records from seven London NHS trusts had been sent for processing in India &#8211; in direct contradiction of an earlier government promise not to do so.</p>
<p>In January 2007, former health minister Caroline Flint told parliament that a government plan to digitise patient records would &#8220;expressly preclude the transfer of patient information outside the United Kingdom&#8221;</p>

<p>Mr Cameron, who will meet Prime Minister Manmohan Singh in Delhi on Thursday, started his India trip by addressing executives and government officials at Infosys Technologies’ sprawling Bangalore campus on Wednesday. The gathering included Wipro’s billionaire chairman Azim Premji and Infosys founder NR Narayana Murthy.</p>
<p>“You will find Britain one of the most open and progressive countries in terms of being open to outsourcing,” said Mr Cameron when asked about whether his government would curb offshoring contracts with Indian IT companies such as Tata Consultancy Services (TCS).</p>
<p>Mr Cameron, who leads UK’s Conservative-Liberal Democrat coalition government, which has imposed £100-million cap on all government IT contracts, said his government is still reviewing the contracts. He, however, added that Britain will review the outsourcing contracts as part of normal exercise.</p>
<p>“We are reviewing contracts, we are looking at what we pay for the services we have received. It is like any other business,” Mr Cameron said.</p>
<p>For Cameron, who plans to cut nearly $10 billion in government expenditure this year, outsourcing of non-core functions is a tough option, especially given the rising unemployment in the UK.</p>
<p>“I think Mr Cameron would like British skills to contribute to the outsourcing deals that the major Indian outsourcers do in the UK,” said Bob McDowall, senior research director at TowerGroup in the UK.</p>
<p>“He does not want unemployment in the UK to increase as a result of off-shoring deals. Mr Cameron should be able to advise major Indian outsourcers how much of the broadly 25% cut in UK government spending will be delivered through outsourcing both on-shore and off-shore,” Mr McDowall added.</p>
<p>Earlier this year, TCS had won around $800 million contract to manage UK’s state pensions scheme from the Personal Accounts Delivery Authority (PADA). The Conservative party had voted against the auto enrolment legislation, which was part of the contract signed close to the elections.</p>
<p>The new political leadership with Conservative David Cameron at the helm has to deal with high unemployment rate of around 8% by creating more local jobs and, at the same time, cut the government spending by almost $10 billion this year.</p>
<p>“It is a trade mission but I prefer to see it as my jobs mission,” Mr Cameron said.</p>
<p>At a time when UK’s top enterprises such as Vodafone, BT and Barclays are looking to increase their revenues from fast-growing lucrative markets such as India, improving bilateral trade is top on agenda for Mr Cameron.</p>
<p>“The EU-India trade is worth £50 billion a year already, but the possibility is there for dramatic expansion. So let’s seize it,” he said.</p>
<p>Mr Cameron added that his government wants to improve the current annual trade worth $18 billion between the UK and India over next few years.</p>

<p>&#8216;We will sign an agreement with the state government in the presence of British Prime Minister David Cameron and Karnataka Chief Minister B.S. Yeddyurappa Wednesday here to set the 2,000-seat processing centre at Shimoga,&#8217; Xchanging India chief financial officer Sri Krishna told IANS.</p>
<p>Cameron will be in Bangalore with a high-profile delegation on his maiden official visit to India after he assumed office in May to visit IT bellwether Infosys Technologies and defence behemoth Hindustan Aeronautics Ltd (HAL) in the city.</p>
<p>The centre will be located on a six-acre land in the new special economic zone (SEZ) at Shimoga, the home town of Yeddyurappa and the ruling Bharatiya Janata Party (BJP)&#8217;s state unit president K.S. Eshwarappa.</p>
<p>&#8216;We will be the first multinational to set up such a green technology based centre in a tier-three location to grow our presence in the Indian sub-continent,&#8217; Krishna said, but did not disclose the proposed investment in the new facility.</p>
<p>The London-based BPO firm has been operating at Shimoga, about 270 km from this tech hub, from rented premises since 2008, employing about 300 youngsters from the region.</p>
<p>Xchanging founder and chief executive David Andrews will also be present on the occasion with his Indian subsidiary managing director Nimesh Soni.</p>
<p>As one of the leading business processors, the 750 million pound back office firm also operates from Bangalore, Chennai and Gurgaon in the National Capital Region.</p>
<p>&#8216;We provide non-voice based back office services spanning procurement, accounting, human resources and technology across industry verticals, including banking, insurance, manufacturing, retail and real estate,&#8217; Krishna said.</p>
<p>Combining functional expertise with domain knowledge, the company also offers industry-specific outcomes to its clients across 42 countries through an 8,000-strong workforce.</p>

In the highly competitive Indian telecom market, retaining the customers and keeping them happy is the key priority for Tim Greisinger, vice-president, communications sector, IBM Growth Markets Unit. In an interaction with Diksha Dutta, he confesses that a key challenge for IBM in India is to constantly improve and manage the tremendous growth they face in the sector. Excerpts:</p>
<p>How important is the Indian telecom market for you?</p>
<p>It is absolutely important. Not just in terms of size, but also in terms of learning and maturing that we have from this emerging market which is growing so quickly. Even China has equal massive size, but it’s less mature in using value added services (VAS) and business models of outsourcing. Most of the work that we do for the global telecom operators is done out of India. So it’s a large domestic number and also the work that we do for AT&amp;T, Vodafone and other global operators is large.</p>
<p>What is your footprint in the Indian market?</p>
<p>We have strategic relationships with Airtel, Vodafone, Idea and Datacom. On the other hand with BSNL, Reliance and Tatas, we do not have end-to-end services relationship, but part of them is services or technology. We also have BPO services; say a call centre for Bharti.</p>
<p>In India, there are two major players BSNL and MTNL who are already IBM’s existing clients. At MTNL, we are doing this project on their entire billing project. At BSNL, we have some key projects. For instance, their entire broadband infrastructure runs on IBM. Their huge subscriber base runs on IBM’s software and hardware. Thus, on the BSNL side, we are in the broadband space and for MTNL, we are there for CBR billing, which is going to be their billing platform for all the future services.</p>
<p>Today, we can safely manage 300 million subscribers of IT in India. The total mobile subscriber base in India is around 600 million and IBM is managing IT for half of the subscriber base. We achieved this in the last 4-5 years. Now, with 3G coming in and broadband wireless, mobile number portability, this market is growing fast. We also run mobile portability warring house for Telcordia. The company runs warehousing and IBM is their IT partner. We have a strong base in India when it comes to the telecom sector.</p>
<p>Moreover with 3G, broadband wireless and mobile number portability coming in, this will put a lot of expectations on the telecom operators from the consumers’ end. We feel that we are well placed to again capitalise on what we have achieved so far in relationships. We recently committed $100 million on research of mobile applications that is being led from India Research Lab. It is a global initiative but being led from India Research Lab.</p>
<p>What is the Indian telecom market size as compared to the global market?</p>
<p>According to some estimates, the Indian telecom services market is forecast to become Rs 2,50,400 crore by 2013, growing at a CAGR of 13.9%. Also, India is projected to become the second largest telecom market globally soon. The total number of telephone connections reached 452.91 million at the end of May 2009 and is expected to increase up to 600 million by 2011, with wireless subscribers covering almost 90% of the total market share and remaining 10% by fixed line subscribers. With more mobile operators launching services and established players turning their attention to low teledensity markets, mobile telephony will continue to grow, driven large by the rural areas.</p>
<p>What are the key challenges you face in the Indian market?</p>
<p>One of the good challenges for us is to constantly improve and manage the tremendous growth which we are facing from the telecom sector. IBM Research has hundreds of mathematics PhDs and our dedicated researchers enable us to focus on helping our customers. IBM through Business Analytics is helping them to understand their client’s perspective. IBM started focusing on business analytics a year ago.</p>
<p>Is the IT spend in the Indian telecom sector different from other countries?</p>
<p>This could be little deceptive. When you talk about percentage and the way what’s happening to their revenues, I would say the percentage may not be too rational. The difference between now and 2004 is huge. I would say, there are two major trends we have seen. In 2004, companies started concentrating on IT as they felt it was important to streamline their IT infrastructure. And now, because of the technology trends, there is a huge spend on IT and its scope has increased significantly.</p>
<p>The scope of IT also encompasses networking and wireless forum and we are providing all these to our customers in one integrated form. We have a big opportunity in this sector as we are developing infrastructure for the smarter planet.</p>

<p>Wipro said its attrition rate rose to 15.8 percent from 9.8 percent in the the same period a year ago and 12.1 percent in the previous quarter.</p>
<p>The company said it added 4,854 people to its flagship services business during the quarter as against 3,725 people in the previous quarter and minus 735 a year ago.</p>
<p>Wipro Executive Director Suresh Senapaty told reporters that it saw a rise in overall demand for IT skills with the economy recovering and a steady increase in tech spending. He said the company&#8217;s attrition rate had risen during the quarter as many of its employees left for higher studies or enrolled themselves in business schools.</p>
<p>Wipro, which earlier in the day posted a higher-than-expected 31 percent rise in quarterly profit as global demand for outsourcing improved and due to a strong business environment, said its voluntary attrition rate rose to 23 percent on a quarterly basis from 8.4 percent in the year-ago period and 17 percent in the previous quarter.</p>
<p>The company said its Business Process Outsourcing (BPO) services accounted for 16 percent of the attrition as against 14 percent a year ago and 17 percent in the previous quarter.</p>
<p>Wipro said the total number of employees in its IT services business has risen to 112,925 at the end of June from 108,071 in the previous quarter and from 98,521 a year ago.</p>
<p>However, its involuntary attrition fell to 1.4 per cent from 7.7 percent a year ago and 2.1 percent in the previous quarter.</p>

<p>The turnover figures are always worth tracking for Indian outsourcing firms. These companies are moving upstream to more “transformational” deals including business process outsourcing and consulting. Meanwhile, these companies are in growth mode and a high attrition rate becomes a bit of a distraction.</p>
<p>First, the numbers. Infosys reported fiscal first quarter earnings of 57 cents a share on revenue of $1.36 billion. Wall Street was looking for earnings of 56 cents a share on revenue of $1.4 billion. The company said its second quarter revenue will be $1.41 billion to $1.43 billion with earnings of 59 cents to 60 cents a share. Wall Street estimates: earnings of 60 cents a share on revenue of $1.38 billion.</p>
<p>Overall, Infosys’ quarter looked good. Executives were a bit cautious about Europe, but noted they weren’t seeing any major hiccups. The company, however, underestimated the surge in India’s economy and competition for workers.</p>
<p>Those stats tell the tale. Infosys raised wages and incentives and hired 8,859 workers in the June quarter. The rub: The company added a net 1,000 workers. This equation can be worrisome. Infosys has to bring on new workers and train them. Bottom line: These workers aren’t productive out of the gate and hurt profit margins. For customers, there are also worries about project continuity—especially for these high-end projects. In the fiscal second quarter, Infosys is planning to hire 14,000 employees.</p>
<p>T.V. Mohandas Pai, director of HR at Infosys, said the first quarter turnover rate is coming back down. About 950 employees left for higher education. However, the rate of attrition for BPO employees is about 35 percent.</p>
<p>Pai added:</p>
<p>You are seeing the result of suppressed demand both sides of the equation, suppressed demand because people did not hire in the last two years. They shut their bench and when demand came back they had to madly scramble for work, for people. And on other side, many people for the last two years did not take jobs. So I think it’s the perfect storm where we’ve had a higher attrition. But that attrition has tapered off. In June it’s come down. You have to take all the factors. And in June the impact of the salary hike is being felt.</p>
<p>The company now projects it will hire 36,000 employees in the fiscal year, up from its previous target of 30,000, to account for attrition and growth.</p>

The plan to process some personal data overseas was put forward earlier this year in a bid to save five million pounds from the budgets of the East Midlands&#8217; health authorities.</p>
<p>A union Unison has already started gathering signatures against this proposal. As per the Unison, the measure could lead to job losses and it was also discovered that addresses and NHS identity numbers would be among the information being sent to India.</p>
<p>A spokesman for the union said: “This move could see 100 jobs cut and the service will be lesser than the one being offered now”.</p>
<p>The NHS should be asking the workforce to make the cuts rather than moving ahead with the outsourcing option. The plans were formed from a partnership between the Department of Health and a private IT company known as the NHS Shared Business Services.</p>
<p>The partnership has said that some employees would have to shift jobs but it denied that any staff would be made redundant.</p>
<p>If the outsourcing plan comes into force, staff would work from several sites in the East Midlands with supplementary services provided from India, a system already in place with more than 100 NHS trusts.</p>

One such firm is IT services group Tata Consultancy Services (TCS), a company with some 160,000 employees in 42 countries.</p>
<p>“The way it’s panning out in China is that multinationals have used Indian businesses and IT companies, especially the top ones quite well,” says Girija Pande, chairman of TCS Asia Pacific. “What they want to know is whether we are in China, and have we got the capability to manage their business in China.”</p>
<p>“With both those economies, the IT services market is booming,” Pande told INSEAD Professor Anil Gupta in an interview for INSEAD Knowledge. “China is a fragmented market with lots of small players; India has more major global companies &#8212; so that’s the difference but both are growing very fast.”</p>
<p>Tata has a three-pronged strategy to expand its business in China. First, it aims to serve multinational customers that have expanded their business in China and need support. Second, it provides a sourcing base for servicing East Asian markets such as Japan, Korean and Taiwan. And third, it hopes to tap domestic demand for IT services and solutions.</p>
<p>But Pande notes there are a few things to bear in mind when doing business in China. Regarding staffing, some 94 per cent of its 1,100 employees in China are Chinese, led by a Chinese head of department. Language, he adds, is also given due attention. When TCS does a global rollout for a large multinational there, several Asian languages such as Mandarin, Cantonese, Korean, Japanese, Thai and Bahasa Indonesia can be handled in China.</p>
<p>This, he says, is different to India. “It can’t be offshored to India. So what we do effectively is the English-language countries get offshored to India in the low-cost centres, and these languages get offshored to China &#8212; and that has a very important role when we globally roll out multinationals which are operating across all these countries.”</p>
<p>Outside of China though, Pande says moving Tata to the next phase of expansion will involve restructuring from within. “The challenges ahead are when you acquire talent and integrate global talent into your company, especially at senior management level &#8212; how do we provide them the motivations that they are in a global company and not in a large Indian company&#8230;The good news for us is the Tata Group itself is globalising: two-thirds of Tata Group’s 60 million dollar income revenue comes from outside, maybe through acquisitions and maybe through growth. We have a parent group which is already globalising.”</p>
<p>One of their key strategies moving forward, he adds, is how to have “non-linear growth”, through intellectual property rights and licensing revenue, cloud computing, and ‘other opportunities’.</p>
<p>“Global footprint, global capital, global talent &#8212; these are the three things that you need if you want to call yourself a truly global company.”</p>

The software outsourcing giant, rebranded as Mahindra Satyam, has been the main IT services provider for the tournament in South Africa, ensuring the logistics were in place for the mega-event to pass off without a hitch.<br />
The firm&#8217;s logo has been on pitch-side advertising hoardings at every match, while around 150 staff have been working behind the scenes to ensure fans, organisers, volunteers and the media are in the right place at the right time.</p>
<p>Our main goal was to show to the world that despite our problems we have been able to successfully deliver cutting-edge solutions at the highest, and most visible, level,&#8221; said the firm&#8217;s head of sports business, Dilbagh Gill.<br />
We wanted to demonstrate to our customers, and give them confidence, that Mahindra Satyam, in spite of its resizing and its issues, is still a very strong technology player,&#8221; he told AFP in emailed comments from South Africa.<br />
We think this is coming across very well now in terms of us being able to deliver the solutions that continue to enable this World Cup to run successfully.&#8221;</p>
<p>Gill&#8217;s optimism is a far cry from early January 2009, when the founder and former chairman of Satyam Computer Services Ltd, B. Ramalinga Raju, admitted overstating profits and inflating the balance sheet by billions of dollars.<br />
The scandal at the Hyderabad-based firm &#8212; dubbed at the time &#8220;India&#8217;s Enron&#8221; after the US energy firm that collapsed in 2001 in the wake of false-accounting revelations &#8212; was the country&#8217;s largest-ever corporate fraud.<br />
It led to a rash of lawsuits at home and abroad. Raju and several former senior executives are currently awaiting trial.</p>
<p>Tech Mahindra, a unit of Indian vehicle and farm equipment manufacturer Mahindra and Mahindra, bought the company, allaying fears about its survival and whether it could fulfil the World Cup contract it signed in 2007.<br />
The firm has been responsible for putting in place IT systems to accredit 250,000 people for 64 games in 10 venues, help over 130,000 tournament volunteers and allow more than three million match tickets to be sold.<br />
It has also managed more than one billion dollars&#8217; worth of assets, from flat-screen televisions to laptops and mobile phones, and provided support for the computer systems of football&#8217;s world governing body, FIFA.</p>
<p>Gill admitted the job had been a challenge but the competition has shown &#8220;that with the new management, and as a smaller organisation, we are still a very strong option for customers looking for technology&#8221;.<br />
He added: &#8220;For the people who have continued to work with us, it is a great time for them to see that the company that they have stood by is still at the world&#8217;s peak in terms of delivering solutions.&#8221;<br />
Mahindra Satyam&#8217;s contract extends to the 2014 World Cup in Brazil and Gill said they are currently in &#8220;advanced discussions&#8221; with organisers of several major sporting events to provide IT services.</p>
<p>IT sector analysts in India agreed the World Cup has given a boost to Satyam&#8217;s tarnished brand.After whatever has happened in the past it&#8217;s very essential for the company to build and bring credibility to their brand,&#8221; said Gaurav Dua, head of research at Mumbai-based brokerage Sharekhan.</p>
