BPO and management consulting firm opens three new sites

THE PHILIPPINE unit of Accenture, the global management consulting, technology services and outsourcing company, inaugurated yesterday three new offices at Mckinley Hill in Fort Bonifacio, Taguig, Eastwood Cyberpark in Quezon City, and in Cebu City.

In a press briefing, Accenture Chairman and Chief Executive Officer William D. Green told reporters the country now ranks third globally in terms of the number of employees and facilities among 120 countries where the company operates.

“The Philippines continues to be an attractive location for the company to invest. The country has the talent pool and resources. When we began 25 years ago, we just had 75 employees. Now we have more than 20,000 and we expect to reach 25,000 by the end of the fiscal year 2011,” he said.

“The Philippines is our third largest [location], after India and the United States,” he added.

The company has 13 facilities nationwide. The new facility in Taguig started operations this month while those in Quezon City and Cebu City start operations in December.

Manolito T. Tayag, Accenture country managing director, would not disclose the number of seats in the three new sites.

“But we are always working hard to be the first choice of potential clients and applicants as we offer analytical and innovation services for clients and a good working environment for employees,” he said.

Mr. Tayag said business process outsourcing (BPO) accounts for 50% of the company’s business. The other half is information technology.

Vice-President Jejomar C. Binay said Accenture’s new investments would help boost the country’s position as a strategic location for technology and BPO businesses.

“The company’s expansion demonstrates their commitment to the Philippines and the local outsourcing industry which has greatly contributed to the economy and provided a number of jobs to the Filipino people,” he said.

Mr. Tayag said the company is now involved in training students in information technology skills.

“We have 75 students fresh from high school in Cebu City studying at the University of San Carlos. The skills they would learn would help them find jobs in any company focusing on information technology and BPO,” he said.

The project is in collaboration with a French nonprofit group. The training program is part of Accenture’s “Skills to Succeed” program, a global effort to “educate people and help build skills that enable them to participate in and contribute to the economy.” — Aura Marie P. Dagcutan

Xerox bets big on data management

Global technology giant Xerox Corporation — keen to shed the “copier company” tag — is spreading its footprint across a slew of businesses that include business process outsourcing, document management processes and IT outsourcing. The change in track for Xerox comes at a time when data usage is
growing at a fast pace across the globe.

Xerox’s new businesses comprise services such as billing electronic toll collections to a driver’s credit card, payroll processing, travel and expense accounting, data centre, network and server support, among others. The company expects telecom, banking and insurance to be its key revenue driving sectors in India, along with manufacturing, public sector and retail.

“Things are okay for us and going well, but this is about change. The reason why we are going about business process outsourcing is not because we have a terrible technology business. Our technology business is doing very well and growing across the world. But we have a lot more capabilities that we can use and build upon,” Ursula M. Burns, chairman and CEO, Xerox Corporation told Hindustan Times.

As data grows exponentially, the veracity and usefulness of data usage declines, Burns said. “Our approach is to try and make this data overflow useful and applicable for business and the world.”

Globally, Xerox earns nearly 50 per cent of its revenues from services, up from just 23 per cent last year. In developing economies such as India, where hardware still accounts for a major chunk of its revenues, Xerox hopes services will account for 50 per cent of revenues by 2013.

Last year, Xerox acquired data major Affiliated Computer Services (ACS) for $6.4 billion and is scouting for more buys, Burns said. “The large ACS-kind of acquisition and medium-sized deals of around $1.5 billion will not happen in the near term. But deals in the range of $10 to $100 million are more likely.”

Data management outsourcing ‘to grow more popular’

More companies are looking to outsource IT services such as data management.

According to a new report from Gartner, 53 per cent of organisations across Europe are planning to increase their use of third-party solutions during the rest of the year.

Around 40 per cent are specifically looking to increase their spending on external IT services.

But Claudio Da Rold, vice president and distinguished analyst at Gartner, said businesses remain cautious about their IT spending because of the current economic climate.

However, he added that investments are required to ensure growth can take place.

“European businesses and their service providers need to optimise their multisourced environments, while increasingly adopting industrialised IT services,” said the expert.

Earlier this week, eBizQ columnist Nari Kannan explained that outsourcing can help cut IT headaches in areas such as data collection, storage and cleansing as internal IT departments can be more limited in what they can achieve compared to specialist providers.

Government must rethink IT management strategy: analyst

A lack of flexibility towards IT management in the government sector may hinder the development of cloud computing and virtualisation.

In a presentation to IT leaders in Sydney, Ovum public sector research director, Kevin Noonan, the future of IT in government must be flexible if the sector is to avoid being ‘locked out’ of future technological advances.

“Long term out-sourcing agreements and locking yourself into agreements with vendors with no cloud strategy means you are locking yourselves out of those future options,” he said.

“Even in long term relationships, how can we ask ourselves what flexibility options are we locking ourselves out of? Will we be locking ourselves out of long term production, cloud and other means?,”

Future elections at both the federal and state level will no longer about a ‘red versus blue’ battle according to Noonan, with a shift towards a more open form of government taking precedent.

“Open government has become a clear driver. People want greater engagement with government,” he said. “We’ve been tinkering with Web 2.0 and this has been described as one of the scariest thing a government can do.”

While the Queensland government shared-services debacle has moved the focus away from this form of government, the pendulum may eventually swing back in this direction.

“Do you want a commodity service from IT? Do you want stakeholder management?” Noonan said. “You have to structure your organisation differently depending on how you want your organisation to look.”

Locking IT departments into a rigid structure would only negate progress in the sector, Noonan claimed.

“With the possibility of having a minority federal government with a focus on negotiation, the question to IT departments of ‘what do you want us to do?’ is really important,” he said. “We have to ask if we are locking ourselves into particular ways of doing business.”

Noonan suggested that focusing on cloud based technologies would be important to the government sector, however he warned change management was an equally important factor that should be taken into consideration.

“We start to look at an explosion in choices around outsourcing, agency needs and in-house IT,” he said. “The cloud and virtualising your environment might not cut it in the future. It’s about changing management structures to adapt on the way.

“Architecture, governance and relationship building is the future of the way government does business. At all levels we can see that many levels are unknown. The question for us to chart a path that allows for emerging outcomes. How do we get governance procedures in place?”
